Does the Helpmate allow guests to post respond to tickets?

Sure, guest visitors are allowed to create tickets via email, contact or custom Helpmate form. Guest users also can answer their tickets either via email or via tickets form. Please notice that in order to access their ticket they should confirm their email address.
